The move is designed to monitor energy use, enforce tax collection, and stamp out unregistered operations in key mining regions. A separate law, still in draft form, would also allow courts to seize digital assets linked to mining deemed “illegal.” Miners who fail to comply will face fines of up to 2 million rubles (about $22,000). Six regions are already under a full mining ban until 2031. Overall, Russia’s new Bitcoin mining registry poses serious risks to financial and civil liberties. By forcing miners to register equipment and comply with rules under threat of asset seizure or closure, the Kremlin gains greater surveillance and control over Bitcoin mining in Russia and offers a potential blueprint for other authoritarian regimes.
