The Marxist understanding of the state is that the state is tool of oppression by one class against another class. Naturally then, the modern state with its components (the courts, the police, and the military) are at the fingers of the capitalists who are able to influence them.
As Comrade Brar says in the video, the Zionist project of Israel was created by Anglo-American imperialists who saw it useful to create 'jewish' (in name only) state which they could use to maintain their interests within the middle east. It was not the government at the time who acted based on whims or policies contradictory to today, it was the ruling class who acted then and still acts today in the interests of their capital.
