Nature abhors a vacuum - as the saying goes - but in civilization, people abhor ineffective leadership. When the sovereign cedes its de facto authority when it fails to uphold its de jure responsibilities, rivals step in to fill the void. Historically, this took form in collapsing empires, rival nations, and feuding warlords. Today, we are seeing more decentralized power systems such as multinational corporations and financial networks develop as the central governments of the world fail to keep up with the needs of the common man.
