No one believes a militarily powerful Germany would be bent on conquest. Rather, German hegemony, meant to deter Russian aggression, could renew rivalries and competition with European allies at a time when cooperation and coordination are necessary, according to historian Liana Fix. Liana Fix teaches at Georgetown University.
